DHULFIKAR FINANCIAL EDUCATION — Roadmap for Recognition and Open Admissions

DHULFIKAR FINANCIAL EDUCATION · PUBLIC ROADMAP · 12 OCTOBER 2026

Open admission, financial education, and our ambition for university recognition

The current status: DHULFIKAR offers public, free financial teaching materials and develops an in-depth educational program. At present, DHULFIKAR is not an educational institution recognized as a university by the Dutch government and does not hold accredited bachelor's, master's, or doctoral degrees for these activities. No such degrees, credits, or recognized diplomas are promised.

1. Who is this education for?

Our starting point is the person without a bank account, who may not have a smartphone, a high income, a fixed internet connection, or an official school diploma. The freely accessible course material requires no prior qualifications, no bank account, no purchase and no entrance examination. The first content access module covers the rights and limits of the basic payment account. Free lecture 001: bank access.

2. Admission tests without exclusionary industry

For future voluntary enrichment programs, we design accessible preparation materials, practice exercises, retakes, and reasonable accommodations for people with disabilities, free of charge. An assessment must demonstrate which skills are already present and what assistance is still needed; a lack of a formal diploma does not make a person less worthy. We clearly define assessment content, the appeals procedure, privacy, accessibility, and any associated costs in advance. There is currently no validated, binding DHULFIKAR admission exam.

Should DHULFIKAR ever offer a legally recognized bachelor's or master's degree, the Higher Education and Research Act will apply. A private assessment cannot override the statutory prior education requirements. The route colloquium doctum offers an alternative in many cases from the age of 21, subject to the conditions of Article 7.29 WHW; institution- and program-specific requirements and limited exceptions apply to this. Education Inspectorate: 21+ admissions assessment.

3. Protection of the word university

The name university is protected by law in the Netherlands, even as part of a compound name. Not every private education provider can use that name, even if the lessons are in-depth. The exceptions are subject to legal conditions. We are therefore using the working name for the time being. DHULFIKAR FINANCIAL EDUCATION and call university recognition a goal for which formal decisions are required. Central Government: protection of names and degrees and Higher Education and Research Act.

4. What is required for recognized private higher education?

  1. Legal entity and continuity: an organization with full legal capacity, sufficient demonstrable financial and administrative capacity, and a policy that safeguards the interests of students.
  2. Complete program with actual final level: According to the NVAO, an organization eligible for the enhanced procedure must already be providing education and have offered a full bachelor's or master's programme at least once recently in the Netherlands, with graduates and assessable final theses. An online list of 400 topics is definitely insufficient for this.
  3. Scientific and didactic quality: Testable learning outcomes, expert teachers, learning environment, transparent exams, independent assessment, student support, and demonstrable realized learning achievements. Involve independent experts and students.
  4. NVAO test: For the enhanced assessment of new degree programs, the NVAO assesses the program. The stated rate is in 2026. €36.809, excluding any additional costs. This is not a fixed total starting price for recognition.
  5. DUO / Education Inspectorate / OCW: Following a positive NVAO decision, a formal application for the authority to confer degrees may follow, involving an assessment of governance, resources, continuity, and compliance. Upon approval, registration and further obligations will follow.
  6. Name of university separately: recognition as legal entity for higher education does not automatically grant the right to call yourself a university; for that, the separate legal name status must be demonstrable.

5. What DHULFIKAR actually does have

A public curriculum register with 400 topics and a free route with 40 basic lessons/work editions. The first truly comprehensive work edition aimed at bank access has been published. The individual curriculum audit of October 12, 2026, includes all 400 resource cards. rejected as full colleges, among other things due to a lack of sources and insufficient test depth. An independent teacher, legal, and accessibility review is still lacking. Unproven results are not presented as a successful examination or accreditation.

6. Testable, cost-conscious development path

Phase A: Correct all misleading course claims and publish a transparent, number-by-number correction register. Phase B: Prioritize the development of lessons for people without a bank account and test them with experts by experience. Phase C: Develop independent assessment and fair preparation tests without inaccessible telephone requirements. Phase D: Investigate collaboration as an equal partner with an already accredited institution, without taking over its accreditation or misleading students. Phase E: Only when a truly complete and realized training program exists will we start the formal discussion with the NVAO, the Inspectorate, and, if necessary, the Ministry of Education, Culture and Science regarding a legally sound course of action.

7. Two powers that must not overlap

Accreditation of education is different from a banking license, an investment services license, the authority to hold client funds, or the protection of savings. None of these powers are granted by posting lessons or opening a website. Always assess financial institutions against official supervisory registers, for example the public register of De Nederlandsche Bank.

Our education promise: no prior diploma requirement for free course content; no exclusion due to poverty; assessment to increase understanding, not to imply legal competence. Our promise of proof: We may only speak of recognized university programs and diplomas after the required official decisions have actually been obtained.
