e-MFP — What DHULFIKAR Learns

Living evidence page · reviewed 23 September 2026.

This page records how publicly available e-MFP knowledge helps DHULFIKAR sharpen its design questions, safeguards and evidence requirements. e-MFP has not assessed, validated, certified or approved DHULFIKAR.

From source to product question

  1. Access ≠ meaningful inclusion. Success must go beyond registrations, reach or access alone.
  2. Segment before prescribing. Different causes of exclusion must not be treated as a single user problem.
  3. Sequence support around the real barrier. Sometimes the first necessary step lies outside the financial product itself.
  4. Financial health > product uptake. Future pilots need to define meaningful outcomes.
  5. Protection by Design. Transparency, privacy, security, understandable information and routes to redress belong in the product architecture.
  6. Human agency. Users must retain control, understandable choices and recovery routes.
  7. Digital + human. Not every user or situation is suited to digital-only services.
  8. AI is assistive, not authoritative. AI output does not replace verification, human responsibility or evidence.
  9. Outcomes require measurement. Downloads and clicks are outputs, not evidence of impact.
  10. Regulated capability remains partnership-first. Regulated functions require appropriate legal routes and, where necessary, authorised partners.

Pre-pilot evidence backlog

  • segmentation of specific barriers and readiness;
  • a theory of change for each proposed pilot;
  • baseline and follow-up indicators for financial health;
  • client-protection review of critical user journeys;
  • testing whether fee and risk disclosures are understandable;
  • fraud and scam exposure, and recovery routes;
  • privacy, security and data-minimisation review;
  • AI governance and correction mechanisms where AI is used;
  • independent testing of assumptions before making impact claims.

Candidate outcomes for future research

Depending on the target group and pilot, relevant outcomes might include day-to-day control over finances, resilience to shocks, saving behaviour, debt manageability, planning horizon, understanding of costs, fraud avoidance, business resilience and user agency. This website does not claim that any of these outcomes has already been demonstrated.
