STEWARD — Accessibility & Vulnerability

PEOPLE FIRST — accessibility without reducing people to a “vulnerable profile”

A system can offer assistance without permanently labelling someone as weak, incapable or risky. Low literacy, disability, stress, older age, migration or a temporary crisis may require different explanations or interaction methods, but are not automatic reasons to take away a person's agency.

  • Assistance must be visible and revocable.
  • Request vulnerability-related information only when there is a clear need and appropriate protection.
  • Do not silently use that information for commercial targeting.
  • Human escalation should help people, not humiliate them.

What this STEWARD module does not do

  • It does not create regulated or professional authority that DHULFIKAR or a user does not already lawfully hold.
  • It does not guarantee financial, legal, tax, operational, technical or other outcomes.
  • It does not independently transfer money, execute transactions or approve credit or other regulated actions without a separately authorised provider or system where required.
  • It does not replace a human specialist where law, contract, risk, uncertainty or complexity requires professional human assessment.
