DHULFIKAR

Cost transparency

PEOPLE FIRST — costs are also a question of inclusion

A price can be transparently published and still have an unfair effect. DHULFIKAR therefore intends to examine not only the evidence behind a fee but also who bears its greatest relative burden.

  • No poverty premium just because someone has few alternatives.
  • No hidden minimum-balance fees, failed-payment fees or recovery fees that disproportionately affect people with low balances without clear justification.
  • Local affordability must be evaluated separately from the nominal price.
  • Free or sponsored basic access may be considered where sustainable and legally appropriate.

03 · COSTS

Costs are evidence. Not atmosphere.

An amount is published only when an official source, quotation, invoice or other verifiable source supports it. Statutory levies, supervisory costs, provider costs, audits and internal implementation remain separate columns.
